Custody chain

  1. The prize is transferred to the nonprofit sponsor before the raffle is submitted for municipal permit review, and the transfer is recorded in the compliance checklist.
  2. Graded items remain in their sealed third-party holders. The holder is never opened, and the certification number on the label is the item recorded here.
  3. The prize is stored in the nonprofit's secured storage until the drawing, and is photographed at intake and again at release.
  4. Release to the winner happens only after identity verification and any required tax paperwork is complete, and is signed off by a second person.

How value is established

Stated values are good-faith estimates based on recent public sales of comparable graded examples (auction results and marketplace sold listings) at the time the prize was recorded, not appraisals. Market values change; the value shown is the figure used for permit reporting and for federal prize-reporting thresholds.

Winners are responsible for their own taxes. Where the prize value meets federal reporting thresholds, the nonprofit issues the applicable IRS form and may be required to collect withholding before release.
